bullying in the workplace

I think now is the time to name and shame bullies in the workplace, past and present, name and shame them, that will get them back.
My bully went by the name of Margaret Gollogy, glasgow civil service, job centre, it went on and off for around 15 years.
This woman was a well known bully both to staff, management and union. She was reported not just by me but other staff members as well, to no avail. 
I have left the civil service 4 years ago, good riddance, but now is the time to name and shame her, im not under her control anymore.
I was a strong woman, and didnt realise I was getting bullied until it was too late and my confidence sunk lower and lower, if I could, I would love to meet this woman face to face and ask why. Did it make her feel good about herself as she had nothing else in her life, that is what you usually find with bullies, I am now standing up to the bullies and naming and shaming them, this is including management I reported her to and nothing was done, so in a way they were as bad as her.
If anyone else has had an experience like me, I would like to know, name and shame these people before it is too late.
